This one-story, 2,943 square foot building was originally considered part of the Frels Apartment unit, according to older campus maps. In later years it served as offices for the Frels, Wilson, and Rix Apartment units and then for other university departments.

In the mid-1990s, after renovations, it became the University Post Office and Telephone Exchange building.

Campus mail functions moved to a temporary building near Art Building A in August 2006; the new campus Post Office is scheduled to open within Academic Building 5.

The telephone services portion of the building remained standing after the post office was razed to prepare for Bearkat Plaza.
