Frank Alexander Cowan was a biology professor from 1949 to 1953.

He replaced S.R. Warner as head of the biology department at Sam Houston State Teachers College in 1952. He served less than a year in the position before dying in his sleep of a heart attack.

One of the Departmental Dorms - Cowan Hall - was named in his honor.
