This one-story, 2,943-square-foot building was originally considered part of the Frels Apartment unit according to older campus maps. In later years it served as offices for the Frels, Wilson, and Rix apartment buildings and then offices for other university departments.

After renovations in the mid-1990s the southern portion of the building became the university Post Office. Campus mail functions moved to a temporary building near Art Building A in August 2006. A new campus post office is scheduled to open within the College of Humanities and Social Sciences building.

The telephone services portion of the building remained standing after the post office was razed to prepare for Bearkat Plaza. Once telecommunication equipment was moved to Academic Building One the building was demolished.
